On Issues Of Economy and Taxes, Part II
The IAP promotes needed economic reforms that will restore America's
prosperity and spirit of free enterprise, economic independence and liberty. Through
passing the Fair Tax legislation, not only will Entitlements reform become an easier
task and Entitlements be made secure for those who are dependent, it will set our
people free from the IRS oppression that now influences nearly every action we take.
In addition to abolishing the IRS and income tax through the Fair Tax legislation,
the IAP promotes the practice of reliable public audit of the Comprehensive Annual
Financial Reports (CAFR) of every public owned, tax supported government related
organization. Such audits will show how available public funds can be invested to
produce investment returns. These investment return funds can then be used to
reduce taxes. It is anticipated that, as these funds become used for government
operations, the additional need for public taxes will go to much lower than the initial
23% Fair Tax rate and may even approach zero percent when the investment returns
perform as expected. The actual targeted rate is zero percent, or no tax paid by any
American.
In order to emphasize the importance of the variable rate Fair Tax, some of the
following information is repeated from previous IAP bulletins on economic issues.
When the IAP promoted reforms become United States Government policy, the
value of our dollar will rise. We will avert the dollar's collapse that would, otherwise, be
sure to come. By achieving the IAP reforms that turn loose the might of American free
enterprise, while maintaining the necessary clean production standards, America's
greatest era of prosperity will come.
The change needed in our tax laws that will bring the above prosperity and
provide for the "Entitlements" millions depend on, is to pass the legislation of the Fair
Tax. This Fair Tax is H.R. 25 in the House and S. 296 in the Senate. When enacted, it
will set free every man and woman in this nation to work and produce and maintain
control over all the fruit of their labors. Also, every arm of our Federal Government that
is designed to control we the people through IRS control will be eliminated.
Congress.org describes H.R. 25 as follows:
H.R. 25 - 1/6/2009--Introduced.
"Fair Tax Act of 2009 - Repeals the income tax, employment tax, and estate and gift
tax. Redesignates the Internal Revenue Code of 1986 as the Internal Revenue Code
of 2009.
"Imposes a national sales tax on the use or consumption in the United States of
taxable property or services. Sets the sales tax rate at 23% in 2011, with adjustments
to the rate in subsequent years.
"Allows exemptions from the tax for property or services purchased for business,
export, or investment purposes, and for state government functions.
"Sets forth rules relating to: (1) the collection and remittance of the sales tax; and (2)
credits and refunds.
"Allows a monthly sales tax rebate for families meeting certain size and income
requirements.
"Grants states the primary authority for the collection of sales tax revenues and the
remittance of such revenues to the Treasury.
"Sets forth administrative provisions relating to: (1) the filing of monthly reports and
payments of tax; (2) accounting methods; (3) registration of sellers of goods and
services responsible for reporting sales; (4) penalties for noncompliance; and (5)
collections, appeals, and taxpayer rights.
"Directs the Secretary of the Treasury to allocate sales tax revenues among: (1) the
general revenue; (2) the old-age and survivors insurance trust fund; (3) the disability
insurance trust fund; (4) the hospital insurance trust fund; and (5) the federal
supplementary medical insurance trust fund.
"Prohibits the funding of the Internal Revenue Service (IRS) after FY2013. Establishes
in the Department of the Treasury: (1) an Excise Tax Bureau to administer excise
taxes not administered by the Bureau of Alcohol, Tobacco, Firearms, and Explosives
(ATF); and (2) a Sales Tax Bureau to administer the national sales tax.
"Terminates the sales tax imposed by this Act if the Sixteenth Amendment to the U.S.
Constitution (authorizing an income tax) is not repealed within seven years after the
enactment of this Act."
As a result of implementing IAP policy including the above legislation, the
economy will boom to head off a socialistic disaster due to the government programs
such as "Entitlements".
As a result of passing the above Fair Tax, the taxing method that funds the
"Entitlements" will change. There will no longer be a required additional tax for the
Social Security trust fund. Therefore, for future recipients of Social Security funds,
there will be no more "Entitlements" based on what an individual paid into the trust
fund. All future trust fund payouts to new recipients can now be based entirely on need
rather than entitlement. People who plan and properly provide for their retirement
should no longer need to receive assistance from the Government.
Those who do receive assistance and can work should be required to do so. The
requirement to work can be fulfilled through many avenues, including through
performing community service. As Government expenses are cut, so can taxes be
reduced.
The Fair Tax is a variable rate sales tax that can change each year according to
needs. It can conceivably go from the initial 23% down to zero percent. Since the Fair
Tax will be the same for everyone with no other hidden taxes, more people will be
aware of what the cost of government is to each one of us. More people will be
interested in maintaining a cost efficient government.
The IAP promotes sound financial policy that will promote the general welfare of
the citizens of an independent America. When essential government services of
American society can be maintained under a lower tax rate, it is the policy of the IAP
to make it happen.
Along with IAP support for the variable rate Fair Tax, the IAP promotes and
supports honesty in government. This policy of honesty in government is the IAP
policy that is at the foundation for being able to lower the tax rate. To put the whole
matter into perspective, the American economy and tax burden depends on the
information presented in CAFR documents that ties into government use of the
people's money as reported in documents known as the Comprehensive Annual

The following information comes from taxretirement.com.
This lowering of the tax is possible through the establishment of the same type of
fund as a government pension fund. However, rather than a pension fund, it is written
to meet local government budgetary requirements and called a Tax Retirement Fund
or TRF. Such a plan is explained by the Tax Retirement Fund Association at
taxretirement.com on the Internet.
An excerpt taken from taxretirement.com follows:
"A TRF is the same type of fund as a government pension fund. But in the alternative
it will be written to meet local government budgetary requirements having the ongoing
and end objective of phasing out all taxation and reverting true ownership of
government to "We the People" as the shareholders of the wealth generated and held
by our government.
"The only tax that will be left in place, "that will only be used" if rates of return fall below
obligatory budgetary performance levels will be a variable rate sales tax having
specific and severe penalties for that local government's administration if or when
used until it is brought back to zero."

The IAP promotes public education on these issues and participation for better
government.
Americans who understand the issues presented here and believe in the same
values of life and liberty as those who signed their names to the Declaration of
Independence, will join with the IAP and participate in Committee of Correspondence
action. As people join with this work of public education, more people will know which
of the candidates to support and vote for. By a candidate's voice of support for these
policies and issues for good government, we can know who to vote for.
America's greatest era of prosperity will be realized when these IAP policies
become the policies of our Government.
